Displaced persons protection assessment report – Armed conflict between AFP and BIFF in Maguindanao province, BARMM (IDPPAR no. 5, Issue no. 3, 2021 | May 5, 2021) – Philippines


Some of the displaced families who have just returned to their places of origin in several municipalities in Maguindanao province have again been forced to flee their homes due to persistent security risks in areas inside and outside. – beyond the SPMS zone. On April 23, 2021, government security forces from the municipalities of Rajah Buayan and Shariff Saydona Mustapha reportedly launched mortar fire and aerial bombardments against the BIFF troops, which were sighted in Barangays Ganta and Inaladan, all in the municipality of Shariff Saydona Mustapha. A number of military vehicles and government troops headed towards areas of Mamasapano Municipality, particularly Sitio Pupil of Barangay Bagumbong. On April 28, 2021, government security forces based in Crossing Salvo, Datu Saudi Ampatuan Municipality and Brgy. Nabundas in the municipality of Shariff Saydona Mustapha launched another mortar bombardment targeting Sitio Bayog in Brgy. Dapiawan and Sitio Tatapan in Brgy. Kitango, all located in Datu Saudi Ampatuan Municipality, as well as Brgy. Pamalian in the municipality of Shariff Saydona Mustapha, causing fear among the civilian population. The said mortar bombardment caused the death of two civilians and injured two others in the municipality of Shariff Saydona Mustapha. As of the date of this report, there are a total of 7,145 displaced families (approximately 35,725 people) based on the report of the Ministry of Social Services and Development (MSSD) Maguindanao

The demining operation against the BIFF would be linked to the planned deployment of the joint peace and security team in Brgy. Kitango, municipality of Datu Saudi Ampatuan, tentatively set for April 28, 2021.

On May 6, 2021, another armed encounter with the BIFF was again reported, this time in Sitios Bentingaw, Brgy. Meta and Malengog, Brgy. Iganagampong, Datu Unsay, Maguindanao. Mortar / artillery fire followed by ground assault were reported.
